Are Iran’s domestic policies starting to ease under President Hassan Rouhani? As the Iranian leader departed for his first UN address, authorities announced the pardon of 80 prisoners, including some who were arrested during the protests in 2009. Days earlier, eleven prominent political prisoners were freed, unexpectedly. So, is this a diplomatic move to boost Tehran’s outreach to the West or a concrete step toward Rouhani’s promised change?
