Is the US-backed effort strengthening Mexico’s national security or weakening its sovereignty?

The Central American migrant crisis has eased at the US border. It’s not because people have stopped fleeing violence and poverty at home, but because Mexico is detaining and deporting them before they can get north. With US money and support, Mexico is fortifying its southern border with Central America, raising the question, who are the winners and losers of the plan?
