On February 24, New York City Mayor Michael Bloomberg defended the actions of the New York Police Department and its commissioner, Ray Kelly, in monitoring Muslim communities and organisations. Bloomberg said the NYPD did not break any laws but rather used preventative measures to keep the city and its surrounding regions safe.

This secret NYPD demographics document obtained by the Associated Press shows the ancestries and ethnicities of those targeted by the NYPD.
On February 22, the Associated Press released this 60-page secret report that shows Muslim communities in the town of Newark (in the state of New Jersey) were monitored by NYPD for several months during 2007. The NYPD sent "mosque crawlers" and "rakers" undercover to compile pictures and descriptions of the Muslim community. The report contains no allegations of criminal behavior.
This document reveals that the NYPD monitored 15 Muslim student associations on 16 college campuses across the northeast United States. The NYPD found no suspicious threats of terrorism.

The Handschu Guidelines are a set of rules that were established in 1985 to oversee the NYPD's surveillance programme. The rules dictate that NYPD officials can only investigate an alleged crime after receiving a specific lead. After the attacks on September 11, 2011, however, the rules were relaxed. The NYPD insists it did not break any laws, according to the modified Handschu Guidelines, during its surveillance of the Muslim community.

"The Third Jihad" is a documentary that argues that a violent and cultural jihad is being waged against the United States by Islamic groups. The documentary was allegedly shown in NYPD offices in 2010 to over 1,000 officers as part of its counter-terrorism training. NYPD Commissioner Ray Kelly makes an appearance at the 55:42 mark. A group of students at the University of Pennsylvania held a protest on February 24. Students carried manila folders with the label "My NYPD File" to show solidarity with the university's Muslim student association that was monitored by the NYPD. Several university presidents, including those at Yale and Columbia, have publicly criticised the NYPD's surveillance of their campuses.

report by the New York Civil Liberties Union found that NYPD officers stopped and searched black and Hispanic suspects in much greater percentages than white suspects during the first quarter of 2011.
